Wilson and Franco, a leading US property tax consulting and management company, contacted DICEUS to conduct several evaluations: a leadership and team-effectiveness assessment, an architecture and scalability review, a code and technical-debt analysis, and a FinOps and DevOps maturity review.

Wilson & Franco has spent over 30 years helping businesses manage their property tax burden. Located in the USA, the firm works with commercial real estate owners nationwide – from landlords running apartment complexes to companies managing industrial facilities and mixed-use developments. Over the years, the company built a reputation for combining sharp legal and consulting expertise with a genuine understanding of how commercial real estate markets work.
Business challenge
To manage complex cases, our customer uses special technology solutions. Portfolio management is handled through modern, data-driven tools, and when cases go to litigation, these tools help Wilson & Franco make the whole process faster, more transparent, and harder for assessors to ignore.
So, the first challenge centered on the client’s software. Wilson & Franco operates a large-scale property tax management platform that has evolved organically over many years. While the system remains functional, its maintainability and scalability have fallen behind the needs of a rapidly growing product. So, our team had to evaluate whether the client’s solution could accommodate more users and data without sacrificing performance.
The second challenge involves an increase in operational risk. With no clear visibility into problem areas, every investment decision was made amid significant uncertainty.
The final challenge was to define a clear roadmap for modernization. The client required an independent, comprehensive assessment across all layers (infrastructure, frontend, backend, and database) to guide future improvements.
Technical challenge
One of the main technical challenges was assessing a complex multi-layer system without causing disruption, while also prioritizing findings across architectural, operational, and organizational vulnerabilities. Additionally, it was essential to present findings in an actionable format, rather than simply cataloging historical changes.

DICEUS conducted a comprehensive software audit covering five key dimensions: infrastructure, frontend, backend and database, security, and operational maturity. Each finding was evaluated for severity and complexity, accompanied by actionable recommendations, and mapped into a phased modernization roadmap.
